These naval battle games are ironically from Japan, which most infamously bombed Pearl Harbour. Hardly one of the classic naval battle games, it is still very addictive! To play this game, ignore the instructions (unless you can read Japanese) and click on a little icon 'bump' on the bottom right-hand side of the game screen. Then simply check the wind icon, and hold your cursor over the button on the bottom left of the screen and take it off when you've built up enough fire power. Then the bombs go off and hopefully will hit the enemy.
